Define __USE_MINGW_ANSI_STDIO for windows build

Some printf/scanf functions in Windows aren't C99 compatible.
Define __USE_MINGW_ANSI_STDIO for mingw compiler to use it's own set of
replacement libraries which are more C99-like.
