Pass PRODUCT_ART_TARGET_INCLUDE_DEBUG_BUILD to Soong 

Pass PRODUCT_ART_TARGET_INCLUDE_DEBUG_BUILD to Soong so it can decide if
ART debug APEX should be used instead of ART APEX
