Sanity check LOCAL_SRC_FILES_EXCLUDE 

Error out if there is a file listed in LOCAL_SRC_FILES_EXCLUDE but not in
LOCAL_SRC_FILES. This should catch typos or other mistakes that would
otherwise be missed.
