Export PRODUCT_VENDOR_LINKER_CONFIG_FRAGMENTS to soong 

This will be used to create linker.config.pb file in the autogenerated
vendor `android_filesystem`.

Test: verified that linker.config.pb is present in the autogenerated
soong vendor.img
