Enable ubsan check flag in build 

Ubsan is currently support ARM/ARM64,
so It's OK to enable the build Flag

Test: build test module with flags in Android.mk:
      LOCAL_SANITIZE := undefined
      LOCAL_SANITIZE_DIAG := undefined
