Change BOARD_USES_RECOVERY_AS_BOOT to a Boolean type 

Set `BOARD_USES_RECOVERY_AS_BOOT` to a Boolean type and use the
`select` syntax in Android.bp.
This usage is more concise and easier to understand compared to
`soong_config_module_type`.
