AutoGen: Support NativeTest with vendor namespace. 

Set the TEST_ROOT to /data/local/tmp/tests/vendor if LOCAL_VENDOR_MODULE or
LOCAL_USE_VNDK be set, if not, set to /data/local/tmp.
