Reland "base_system: Add fio to PRODUCT_PACKAGES_DEBUG"

Add fio to the system image for userdebug
and eng builds for running performance benchmarks
on devices.

Reland of If320e5126565cf4be369645055b4423d2f924bec with
fix for gsi build failures
