configstore: remove configstore 1.1 

Configstore was down-revisioned from 1.1 to 1.0 in oc-dr1-dev,
oc-mr1-dev and oc-mr1-dev-plus-aosp. Therefore configstore in
oc-dr1-dev-plus-aosp will also be down-revisioned to 1.0.
