Indicate ANGLE is not enabled by default 

The system property ro.gfx.angle.supported is being set to 'false' to
indicate that ANGLE is not enabled by default.

This is in preparation of AOSP indicating that it does have ANGLE
enabled by setting the value to 'true'.
