Add local compatibilty suite info to module-info.json. 

Test: m out/target/product/<lunch target>/module-info.json
And I see the following line in module-info.json:

"CtsSampleHostTestCases": { "class": ["JAVA_LIBRARIES"],  "path":
["cts/hostsidetests/sample"],  "tags": ["tests"],  "installed":
