record-finalized-flags-test: fix broken binary proto

The aconfig protobuf definitions have changed. This caused the
record-finalized-flags-test tests to fail.

Update the binary protobuf file used by record-finalized-flags-test by
running

  croot build/make/tools/record-finalized-flags/tests && ./generate-flags-protobuf.sh
