Use DEFAULT_EXTERNAL_VENDOR_TIDY_CHECKS for vendor/google_devices 

Many source files under vendor/google_devices
are old third party code with too many clang-tidy
misc-macro-parentheses warnings.

Test: build with WITH_TIDY=1
