Remove PRODUCT_EXTRA_VNDK_VERSIONS from AOSP

This commit removes PRODUCT_EXTRA_VNDK_VERSIONS from AOSP branches.
prebuilts/vndk/v27 is missing from these branches.

This commit partially reverts
