Fix a bug where `PURPOSE_BUGFIX` was added to wrong flag 

ag/26027892 added `PURPOSE_BUGFIX` to `enable_tablet_two_pane_picker_v2`, instead it should be added to `enable_add_app_widget_via_config_activity_v2`
