Revert "Trebuchet: ui: Fix premature short-circuit on end spring anim"

Causes issues, e.g. opening apps from the launcher, in QPR3.
Especially visible after creating a new work profile, but can easily
happen any time during ordinary use.

This reverts commit 42c4a7e29c6d104f5cd530dc2470d26ca5852ca5.

Test: Manual: Create a new work profile. Try to open an app in the work
profile, like Contacts.
