General refactor.

 - Jekyll 4.2 and its dependencies
 - remove duplicate and older bootstrap / FontAwesome
 - bootstrap 4 now in place + 16px root font size
 - reorder stylesheets
 - remove duplicate doctype/html tags
 - fix laptop table markup grouping by vendor
