docs: add a page for fairphone specific oem unlock instructions

### Why do you need to enable OEM unlocking

To flash a custom ROM like LineageOS or /e/OS you need to unlock the bootloader of your device.  

This requires that you as owner of the device should:

- Grant permission to unlock the bootloader

On Fairphone devices, an unlock code is also required to perform this action.  

Follow below steps to enable `OEM unlocking` toggle in `Developer Options`.

## Enable Developer Options

`Settings` >> `About Phone` >> `Build Number or Version` >> `Tap seven times`

## Enable OEM unlocking in Developer Options

1. Boot device

1. Connect to WiFi

1. Get unlock code from fairphone [through this link](https://www.fairphone.com/en/bootloader-unlocking-code-for-fairphone)

1. Go to `Deveoper Options` page through `Settings` >> `System` >> `Developer options`

1. From `Developer Options`, enable `OEM unlocking` toggle

    - Enter unlock code from step 3 in `Input verify code` popup window and tap on `ENABLE`

1. Confirm visually that `OEM unlocking` toggle is enabled
