Add implementation of SatelliteSessionController 

MUST_SLEEP in the unit test.

Bug: 269194948
Test: Test call/SMS with live network.
atest com.android.internal.telephony.satellite.SatelliteSessionControllerTest
atest android.telephony.cts.SatelliteManagerTest
