Update Carrier Privileged UIDs on Package Install/Replaced.

When packages are installed or replaced on the device, they need to be
included in CarrierPrivilegesTracker's cache of installed packages.
Additionally, the privileged UIDs must be reevaluated, as the new
package may match existing certs.
