Support restricted data connection when roaming

Fixed that when restricted network request arrives,
telephony brought up a non-restricted network. This
would be a true fix for b/74096275.

Also moved the data reevaluation logic from DCT to DC.

(The previous aosp/826361 was reverted due to a bug.
This version has fixed it.)
