Ratchet PCC bandwidths only if anchor cell is the same and ignore empty

Similar to how LTE ratcheting works, only ratchet bandwidths from
physical channel configs if the anchor NR cell is the same. The previous
behavior would always ratchet, which was not correct in all scenarios.
Ignore empty PCC list if the previous list had an anchor NR cell (NR
connected).
