Only setup data when config and sim is ready

SIM needs to be fully loaded before we can setup
data connection because APN slection requires
MCC/MNC on the SIM. Also lots of data related configs
are stored in carrier config. Both needs to be ready
before we can setup a data connection (except for
emergency APN).
