Let canManageActiveSubscriptionOnTargetSim pass if cardId=-1. 

If the passed in cardId is -1 (UNSUPPORTED_CARD_ID), we assume it does
not support multiple eSIMs. Let
canManageActiveSubscriptionOnTargetSim() pass if the cardId is
unsupported.
