Ensure BOOT_COMPLETE doesn't cause Bind before CARRIER_CONFIG_CHANGED

- In scenarios where BOOT_COMPLETE is received before
CARRIER_CONFIG_CHANGED, do not start the binding procedure. Instead
update the ImsService cache and wait for CARRIER_CONFIG_CHANGED.

- Also, do not allow the device to update IMS features for slots that
are inactive.
