Remove TARGET_USES_QCOM_BSP from libvrflinger

Removing TARGET_USES_QCOM_BSP because 1) it is broken:
hardware/qcom/display/libgralloc,libqdutils do not exist and 2)
conditional compilation must be eliminated from the framework-side code
so that we can build a generic system.img.
