C2BqBuffer: Do not cancel buffer after IGBP is no longer used 

Since C2BqBuffer holds IGBP, cancelBuffer() can be called regardless of
IGBP's life-cycle. Do not cancel buffer after IGBP is no longer used
from the BlockPool.
