Ignore ro.audio.silent property when playing on REMOTE_SUBMIX 

Ignore the effect of the ro.audio.silent property for playback
 threads playing on AUDIO_DEVICE_OUT_REMOTE_SUBMIX as playing
 in those mixes doesn't make a sound.
