msm: ipa: driver changes for new IPAv2.5 core design behavior

Driver code changes to support new IPAv2.5 core design behavior.
In order to move to new core behavior, all BCR bits
(backward-compatible register) are set to 1.
Changes include support for new packet status and equations on
ipv6 packets.
