ARM: dts: msm: update the APC0 and APC1 CPR step quotients for msm8994v2

Update the CPR step quotient parameters used for VDD_APC0 and
VDD_APC1 on msm8994v2 in order to match the behavior of the ring
oscillators that are being used.
