ARM: dts: msm: remove rpm handshake in l2_gdhs mode

Remove rpm handshake in L2 GDHS spm sequence, remove
notification to rpm to send sleep votes if system enters
into L2 gdhs mode and update the latency values. For
msm8610-v1 and msm8226-v1 removed the l2_gdhs system
mode as L2 gdhs spm sequence was already removed as
crashes was observed with L2 gdhs on these devices.
