[WebInstaller] Inconsistent installation behavior across users with same build

backlog~1514 failed to install, it goes to fastboot screen but does not install even when it shows installing.

backlog~2599 failed to install, it goes to fastboot screen but does not install even when it shows installing. However two does have issues with IMG package and most probably its at BSP level.

However backlog~1514 Installation worked fine for @rajkhemani
