clk: qcom: npucc: Add pll config for NPU Q6 PLL

The NPU Q6 PLL configuration is lost after the NPU restart, thus add the
configuration to the PLL which could be used to re-configure the PLL again.
Also, update the source map and frequency plan for npu_cc_dsp_core_clk_src
as per updated clock plan.
