defconfig: sdmshrike: Enable the dispcc driver on SDMSHRIKE

The clock frequency plan for Display CC hasn't changed between
SDM855 and SDMSHRIKE. Enable the dispcc-sdm855 driver on this
platform so that consumers for these clocks can utilize them.
