Staging: remove sxg driver



Unfortunatly, the upstream company has abandonded development of this
driver.  So it's best to just remove the driver from the tree.

This is the rough cut at a driver for the Alacritech SLIC Technology
Non-Accelerated 10Gbe network driver.

TODO:
	- remove wrappers
	- checkpatch.pl cleanups
	- new functionality that the card needs
	- remove reliance on x86
