ARM: dts: msm: adjust S4C voltage and L15C load current

To improve QCA6390 EVM performance on Auto8155 platform, increase S4C
output voltage to 1.37v.
Increase load current, let PMIC enter into NPM as some QCA6390 chips
can't power up with current setting.
