net: phy: Add skip sw reset capability

Phy chip provides hw reset in addition to sw reset.
During boot up, sw reset is not mandatory as hw reset
brings phy chip out of reset. For automotive as we
need to bring up phy link asap, skip sw reset for
fast phy link up.
