msm: kgsl: Fix kgsl_clk_set_rate warning message

XO clock set rate is not allowed for gmu, which is
being requested from the kgsl_pwrctrl_init(). Move
GMU_HFI_ON check in gmu_dcvs_set(),  So that XO
clock set rate request is ignored.
