msm: ipa: ipa driver desc_list and gsi_chan->user_data out of sync fix

Fix the issue in some error condition where the rx_pkt get added to
the desc_list but not in gsi_chan->user_data since queue_xfer not
happen which will cause the rx_pkt_rcvd and rx_pkt_expected are out
of sync.
