ARM: dts: msm: Fix bus voting to SVS due to high IB value

BCM31 node voting to SVS mode because of sdcc client's high
IB values for voting for 25Mhz and 50Mhz.

Fix the issue by lowering the IB values for the sdcc to vote
for 25Mhz and 50Mhz.
