msm: pcie: add PCIe bus driver snapshot

This snapshot is taken from msm-4.9 as of commit 8ff900c9004a
("msm: pcie: use PCI_ANY_ID for device ID for PCI fixup hooks").
The files have been slightly modified to correct checkpatch
style warnings.
