ARM: dts: msm: Enable QMI cooling devices for SM8150-SDXPRAIRIE

Enable QMI cooling devices for SM8150-SDXPRAIRIE. These cooling
devices will be used to apply cold temperature voltage restriction
and other mitigation for remote subsystems.
