msm: ep_pcie: Update reset initialization

During system resume from host initiated hibernate the device
reinitializes the PCIe link. To avoid resetting the registers
after restoring the MMIO remove the core reset initialization
from the sequence. The core is already reset before restoring
MMIO as part of the link reinitialization.
