power: smb1351-charger: Add snapshot of SMB1351 charger driver

Snapshot of SMB1351 taken from 4.9 kernel taken from
'commit ba688c4a8bb1 (" msm: pcie: clear Request Exit L1
bit when enabling L1 via debugfs")'.

Fix some compilation issues related to extcon handling and disable
s/w based JEITA support.
