drm/msm/sde: enable few secure-ui related feature flags for sm8150 target

Enable the secure-ui-misr feature flag and add the blocked
xin-mask for sm8150 target. The blocked xin-mask defines
which xin-clients should be be blocked during secure-ui session.
And add the supported blend-stage during secure-ui restriction.
