soc: qcom: Add snapshot of MSM JTAG drivers

This is a snapshot of the MSM JTAG driver as of msm-4.9
commit '66b6c4592234' (soc: qcom: Add a snapshot of MSM JTAG drivers).
This patch also removes the deprecated SCM APIs to get the DEBUG ETM
version from TZ.
