ARM: dts: msm: Add BCL and PMIC die temperature zone mitigation for ATOLL

Add BCL and PMIC alarm sensor thermal zone mitigation configurations
for ATOLL. This target shares BCL and PMIC die temperature zones
mitigation with sdmmagpie.
