gpu: msm: adreno: enable speed-bin detection for a640

SM8150 has two variants, NON-AC and AC, both have different
max gpu frequency,so there are two speed-bins and detection
needs to be enabled for it work, a6xx_efuse_speed_bin checks
and chooses correct speed-bin as per gpu variant.
