ARM: dts: msm: Enable adsp vdd restriction cooling device for sa2150p

Enable adsp vdd restriction cooling device and thermal zone
configuration for sa2150. It monitors cold temperature and
sends vdd restriction request to adsp subsystem when preset
cold threshold is violated.
