defconfig: sdmshrike: Enable the npucc driver on SDMSHRIKE

The clock frequency plan for NPU CC hasn't changed between
SDM855 and SDMSHRIKE. Enable the npucc-sdm855 driver on this
platform so that consumers of these clocks can utilize them.
